The largest file group among the Pitts papers documents his position as Assistant Superintendent of Instructional Development and Services/ Educational Research for the San Francisco Unified School District in San Francisco, California. It contains correspondence, curriculum material, ephemera, personnel services material, reports, and meeting, workshop, and conference materials.

Correspondence is arranged alphabetically in two groups: the first group is arranged by topic and the second is arranged by the name of the correspondent.

Curriculum material includes planning material, items related to special programs, the Teacher Specialists Task Force, and teacher guides organized by subject with an internal numbering system. General planning material arranged alphabetically. This includes material on specific subject programs, as well as more general administrative material on changes to and structure of the curriculum. A portion of this relates special programs at specific schools, arranged alphabetically by school. The Teacher Specialist Task Force was comprised of teachers who were experts in their respective fields. Material is grouped by subject and teacher, and is arranged alphabetically, then chronologically. The bulk of this consists of teacher guides that cover a particular subject and is arranged alphabetically by subject, then by guide number.

Material related to meetings, workshops, and conferences include notes from meetings, handouts from conferences, lists of workshop attendees, presentation transparencies, and other related materials. Topics included are communication arts, compensatory education, cultural pluralism, redistricting, and urban education.

The final sections of this group of files encompass collected newsletters, personnel records, and reports. Newsletters are arranged alphabetically by the title of the newsletter, then chronologically. They include the newsletter of the San Francisco Unified School District and other education-related newsletters. Documents related to the personnel services department include lists of personnel, union strike demands, insurance information, job descriptions, resumes, and other correspondence. Reports make up the final portion of this file group and are arranged alphabetically by title, then chronologically. Subjects include planning, programming, and budgeting, as well as racial and ethnic diversity.
