Biographical Note

Harold Doley (1947- ) is an investment banker and founder of Doely Securities, Inc., the oldest African American owned investment-banking firm in the United States.

Harold Doley was born on March 8, 1947, in New Orleans, Louisiana. He attended Xavier University in New Orleans where he double majored in Accounting and Business and received his Bachelor’s of Science degree in 1968. In 1973, Doley bought a seat on the New York Stock Exchange and operated as a Floor Broker. He founded Doley Securities, Inc. in 1975, which was located in the central business district of the city of New Orleans. Professionally, Doley worked with the institutional accounts of banks, insurance companies, universities, state and city governments, and counseled several mergers and acquisitions for life insurance companies. He was the co-founder of the Southern Africa Enterprise Development Fund’s (SAEDF) private equity fund and placed the first black market maker on the Johannesburg Stock Exchange.

Doley was granted ambassadorial rank while he served as the United States Representative to the African Development Bank and Fund (AFDB), from 1983 to 1985 with offices in Abidjan, and the Ivory Coast. Ambassador Doley worked with many African heads of state and ministers involved with international trade and development, commerce and finance based in Africa. In 1982, Doley was appointed the Founding Director of the Minerals Management Service (MMS) at the United States Department of the Interior. His experience as a board member for the Louisiana State Mineral Board was granted by Governor Dave Treen in 1980 and facilitated his appointment to the MMS.

Ambassador Doley’s extensive community and public service focused primarily on education. He was appointed by President George W. Bush to the President’s Board of Advisors Commission on Historically Black Colleges and Universities. He was an instructor at Southern University in New Orleans and taught economics, business, money and banking from 1970 to 1977. He has served on numerous boards and committees throughout his career with a focus on education and sustainable development in Africa. His extensive board and committee memberships include WYES New Orleans (PBS Affiliate), the Orleans Parish School Board, ad hoc Surplus Property Advisory Committee, the Barns Foundation, Africa America Institute, Africare, Corporate Council on Africa, the Smithsonian National Museum of African Art, Association of Public Broadcasters, Youth for Johnson New Orleans, and Julia Row Foundation.

Ambassador Doley has received numerous award and honors throughout his career including: the Imagine Award 2018 for Special Recognition in Social Justice (Cape Town, South Africa), Wall Street Global Legacy Award 2018, Africa Economy Builders Award 2015, United States Small Business Hall of Fame 2005, Thurgood Marshal Scholarship Fund Outstanding Service Award 2003, and the Fortune Magazine 2003 Top Ten Minority Business Legends.
